 Step 1 Open The Picture

                            

Step 2 Choose  Lasso Tool

Step 3 Select Hair

Step 4 Create a New Layer and Fill Color in the Selection

Step 5 Selective Color Layer and Change Color Option

Step 6 Select Eraser Tool and Remove Extra Color

Step 7  Select Hair Color Layer

Step 8 Press Ctrl+U and Check Color Options and Select any Color
