Step 1 Open the Picture and Double Click in Layer and Unlocking The Background Layer

Step 2 Choose  Lasso Tool

Step 3 Select Photo with Lasso Tool with out Hair , Press Right Click Select Feather   , ctrl +j  Delete Background Layer

Step 4  Select Hair wihe Background

Step 5 Press Right Click and Click Refine Edge and Dero  Hair then ok

Step 6  Press Right Click and Click Feather ok

Step 7  Delete Background

Step 8  Select Burne Tool and Burne Hair
